After lengthy discussion and statements by the President and the Controller, and clarification by the Legal Counsellor, as well as several motions, THE CONVENTION DECIDED TO HAVE THE FINANCE COM­MITTEE BRING IN A RECOMMENDATION CONCERNING THE SALARIES OF THE SUPREME OFFICERS, AS WELL AS THE HONORARIUMS OF THE VICE PRESIDENTS AND DIRECTORS. DURING THE SAME TIME THAT THE FINANCE COMMITTEE WILL DELIBERATE ON THIS MATTER, THE SUPREME COUNCIL SHALT, EXAMINE AND QUALIFY THE APPLICATIONS FOR THE PRESIDENCY. SUPREME COUNCIL MEMBERS WHO APPLY FOR THE PRESIDENCY WILL NOT PARTICIPATE IN THIS MEETING. 78. The President recessed the Convention at 3:40 P. M. until 4:15 P. M. 79. The President reopened the Convention at 4:15 P. M. 80. Rev. Parragh presented the following recommendations of the Finance Committee: a) The honorariums of the Vice Presidents be raised by $100 yearly to $700. The honorariums of the Directors be raised by $100 yearly to $600. THE CONVENTION UNANIMOUSLY ADOPTED THIS REC­OMMENDATION. b) Salaries of the Supreme Officers be raised by 10%, viz. by $1200, to $13,200 yearly. THE CONVENTION UNANIMOUSLY ADOPTED THIS REC­OMMENDATION. c) UPON MOTION, THE CONVENTION VOTED TO HAVE THESE RAISES GO INTO EFFECT AS OF JULY 1, 1964. d) The Committee does not recommend any salary difference for the benefit of the President as suggested by Branch No. 300. THE CONVENTION UNANIMOUSLY AGREED WITH THIS NEGATIVE RECOMMENDATION. 81. The President and the Secretary presented the election proce­dure according to which the four supreme officers be elected separ­ately by a majority vote; the three Vice Presidents together, the first three candidates receiving the highest number of votes to be elected; the rest of the Directors together by separate districts in the fol­lowing manner: where two Directors are to be elected from one district, the two candidates receiving the highest number of votes to be elected Directors, the next to be the alternate of the one who received the highest number of votes, the fourth to be the alternate of the one who received the second highest number of votes; where one Director is to be elected from one district, the candidate receiving the highest number of votes to be elected Director, the one receiving the second highest number of votes to be the alternate. A plurality of votes will be necessary to elect the Vice Presidents and the Directors.
