12 FRATERNITY Secretary Szabó further presented the following recommendations of the Supreme Officers and the Supreme Council — which were discussed by the Committee and recommended to the Convention for acceptance: f) For the old and newly-appointed managers and branch managers a course of instruction be established and held annually where the persons concerned will be instructed and educated in matters of organization; further, that for those managers who are working under a salary and fixed quotas, such instruction be held in Ligonier or Washington, and for others, such instruction be held in cities centrally located within the various districts and sections. g) Since it is an indispensable prerequisite to the progress of the Federation that it grow in membership as well as in insurance-in-force, a program of rewards for increase of membership be established for full-time managers as well as local representatives. h) Those congregations seeking church mortgage loans be requested that, in return for obtaining lower interest rate loans, they cooperate with our managers so as to insure a greater number of the Sunday School children in the Federation. i) For the purpose of increasing our juvenile membership, of creating interest and closer understanding of the work of our Federation, a youth camp in Ligonier, Pa., be set up; the proper organ of the Bethlen Home, together with a committee of the Supreme Council, be delegated to work out plans during 1965. j) Competitive Hungarian and English scholastic contests, which had existed prior to the last wars, be re-established for high school and college students of our membership, the winners of which shall receive a scholarship in the amount determined by the Supreme Council. THE ABOVE RECOMMENDATIONS WERE UNANIMOUSLY APPROVED BY THE CONVENTION. 65. Mr. John Szabó, Secretary of the Administrative Committee, now presented the proposed amendments to the By-Laws — paragraphs 11, 14, 15, 20, 41, 43-j, 51, 44-i, 1), II. b), 56, 64, 65, 67, 70, 77, 82, 92, 116, 118, 120, 121: PROPOSED AMENDMENTS WERE UNANIMOUSLY APPROVED BY THE CONVENTION. 66. The Rev. Bertalan Szathmáry, Secretary of the Bethlen Home Committee presented the Committee’s report. The Rev. Tibor Tóth was chairman, and Mrs. Helen St. Miklóssy, vice chairman. 67. The Bethlen Home Committee presented the following recommendations: a) Proper action be taken by the Board of Directors and the Legal Counsellor in connection with the tax exemption of the Bethlen Home and the tuition in arrears with the Ligonier School authorities.
