2 FRATERNITY EDITORIAL NEW APPEARANCE Beginning with this issue our periodical takes on a new appearance. Practicality dictates the adoption of this new format. The spirit of our publication, however, remains as of old, because experience has taught us that the old spirit has been most fruitful in the past and by the same token will continue to be so in the future. And, too, our newly dressed publication readily lends itself to being kept on the bookshelf for ready reference. Inasmuch as our knowing-English-only members are ever on the increase we will, with the passing of time, offer more and more English language articles. We also want the external appearance of our periodical to attract immediate attention, and to this end the cover carries, in color, our Washington,
