THE HUNGARIAN SCHOOL EDUCATION IN ROMANIA FROM A BILANGUAL POINT OF VIEW The author of the study presents the legislation in force regarding the language/ languages of education in Romania, and he deals with the working conditions of the institutions having Hungarian as the language of education. This may be regarded as a bilingual educational process, imposing several restrictions concerning the use of the mother tongue (see History and Geography), and severely discrimina­tory by imposing similar expectations for Hungarians and Romanians as far as the teaching of Romanian is concerned. Some of the shortcomings originate from the undifferentiated manner in which the administration (the ministry, the inspectorate etc.) deals with the education of minorities, disregarding their specific character. The study analyses the conditions in which Hungarian, Romanian and foreign lan­guages are taught. The effectiveness of teaching Romanian is reduced paradoxically by the same regulations that standardize learning Romanian, and by the fact that authorities refuse the elaboration of curricula, methods and textbooks adapted to the needs of students whose mother tongue is different from Romanian. 216
