Halda, Tamás,1 Dorn, Klára,1 Rúzsa, Csaba2 1United Healthcare Institutions of Pécs 2Baranya County Hospital, Pécs Aims: To survey how the financing of the screening, care, and treatment of the ophthalmic complications of diabetes has changed in the last three years. Method: We made such calculations in 1988, and we have repeated them using the data for the year 2001; we compare the two sets of data. Results: In Baranya County the annual underfunding of the treatment of diabetic ophthalmic complications has decreased by 1 million Hungarian Forints (Ft), but even so this work is currently underfinanced by more than 11 million Forints a year. The screening and treatment activity has become less costly by 5%, but even so its profitability is 54% less than that for the average services for ophthalmic outpatients, which is 3608 Ft per hour. The profitability of the eyesight examination decreased by an additional 3%, and only 19% of the average output can now be achieved by this examination. Also decreased is the financing of laser treatments (by 18%). Conclusion: The amount of resources that can be used to deal with the ophthalmic complications of diabetes has increased by 8.5% in the last 3 years, but this is merely enough to decrease the losses. Our calculations do not include the expenses of amortisation; if those are considered, then 5311 Ft performance should be achieved per hour. As the financial compensation of the direct providers is also unresolved, and since it is in their interest for the local surgeries to get rid of non-compulsory and unprofitable activities, diversion of eyesight examinations and laser treatments to in-patient institutes is probable. 31 Augustus 2002
