Sir, I have the honour to report to Your Excellency that at half past nine last night I addressed to the Marquess of Salisbury the following telegram in cypher : "With reference to my telegram of this day I learn from the Roumanian Minister that he has received a telegram, sent from Bucharest at half past eleven this morning, stating that the prospect of an agreement with Russia respecting the Dobrudcha appears as distant as ever. I understand that Count Andrassy stated to-night to the Hun­garian Delegation that the reports he has received on the subject are contradictory, but that he still hopes that Russia will content herself with the proposals of Roumania. Prince Charles's Troops have not crossed the Danube, and the Roumanian Minister tells me that his Government have addressed an Ultimatum to Russia, threatening the disbandment of the Army and an appeal to Europe if the terms offered are not agreed to by the 28th instant. Sent to yienna." I have the honour etc. No. 71. Buda Pesth, Nov. 24, 1878. Sir, I have the honour to report to Your Excellency that at half past ten this morning I sent to the Marquess of Salisbury the following telegram en clair : "Count Andrassy stated in the Hungarian Delegation last night that he was not yet sufficiently informed whether the conclusion of a new Convention was an absolute condition imposed by the Russians before the cession of the Dobrudcha to Roumania, or whether the Roumanians merely apprehended that it would be so. In the former case the Roumanians would of course address themselves to the Signatory Powers. This Government considers that Roumania has the right to occupy the Dobrudcha the moment she has ceded Bessarabia ; and that Article 22 of the Berlin Treaty becomes at once applicable to the Dobrudcha as Roumanian Territory. Count Andrassy added that he had received from various quarters such contradictory reports that he could not give a precise explanation of the present state of the negotiations between Russia and Roumania. He laid great stress on this, repeating the statement after his answer had been already approved." I have the honour etc. No. 72. Buda Pesth, Nov. 24, 1878. Sir, I received on the night of the 22nd instant Your Excellency's telegram, communicating to me one from the Marquess of Salisbury containing an instruction to ascertain from Count Andrassy whether the Government of the Emperor would concur with that of Her Majesty in advising Roumania to occupy the Dobrudcha. I embodied the substance of that telegram in a letter which I sent early next morning to Baron Orczy, requesting him to submit it to Count And­rassy, and stating that I would go to Buda in the forenoon for the answer.
