dence of Slovakia, represent the idea of a nation state. This fact makes the Declaration unaccep table for the MPP, sharing the ideas of a civil soci ety, even if the Declaration would comprise some explicite guarantees for the minorities. Self-government of the national minority. (...) Under the circumstances the conviction of the MPP becomes even stronger, that only the fight for a democratic, open society and for restric ting and limiting the state power can bring effect in our striving for minority rights. The MPP considers as an essentia! right of the national minorities that they decide themselves about the questions concerning the preservation of their identity. In order to bring this principle in to life it is necessary:- to establish the cultural and educational auto nomy. This right should be practised by self-go vernment organs of the minority elected by the minority citizens- extending of the competence of the local coun cils, implement the right of free association of mu nicipalities- establishing of so called double-language zones in those areas, where the minority citizens make at least 5%^ of population. Two official languages should be established in these zones- administrative borders on middle level (dist ricts, departments) should be formed in accordan ce with the the free decision of the communities- It is unacceptable for the MPP that a significant part of the minority citizens would not enjoy the cultural, educational and language rights. Any ter ritorial autonomy concept cannot avoid that at le ast 1/3 of minority citizens be not involved in it. To say nothing of the position of Slovaks inside the autonomy, and of the fact, that in an autocratic, centralised society neither an autonomy can func tion effectively. This is why the MPP has worked out a model which avoids these problems. This model is publis hed in the MPP Party Programmme entitled Free dom and Responsibility. We carry on! The MPP is determined to act further on in ac cordance with its Programme, principlles and aims. It regards as its main task the safeguarding of the minority rights, the freedom of the individu al, the autonomous society and the state of law. It will be present in the public life in order to influ ence actively the political processes. Its most important internal task is the strengthe ning of the party. Under the circumstances, the National Board of the MPP regards the local councils as the bul warks of democracy. In order to help them in their activities it establishes a special body. The international contacts of the party be of great importance in the future. The MPP wishes to extend its relations with the European liberal and democratic parties and organisations. The go od international relations belong to the preconditi ons of the enforcement of the human and civil rights. Our freedom, the democracy is at stake!
