Session/Séance: Brejon de Lavergnée, New economic Zones and their Archives Team for the implementation of the decisions of the Standing Cooperating Commission, are responsible for the operation of the EDZ, for welcoming investors and for helping with the handling of the records of businesses, for making contributions to affected bodies, providing the help needed for the operations of the EDZ, drafting of proposals for the programme of activities by a state involved in the zone. If the roles of these three bodies are more or less the same, nonetheless, for all that they do not have a common type of organisation. Each one is set up by its own country. Thus for France, the Interministerial Mission was created by a decree of 12 November 1985 on the authority of the prefect of the Lorraine region: it is presided over by a person appointed by the Prime Minister; it is made up of the prefect of the département of Meurthe et-Moselle, nine civil servants appointed by the prefect of the Lorraine region, three civil servants appointed by the prefect of Meurthe-et- Moselle, the chairman of the Regional Council of Lorraine, the chairman of the General Council of Meurthe-et-Moselle, the mayors of Longwy, Longlaville and Mont-Saint-Martin (communities located in the zone), the chairman of the Urban district of Longwy, five persons appointed by the Minister for Regional Development; the Director of the Mission is chosen by the Prefect of the Lorraine Region and is nominated by the Chairman of the Mission. He drafts propositions for submission to the Mission, implements its decisions, is accountable to it and attends its meetings; the Director and Chairman of the Mission are empowered to take part in the work of the co-ordinating commissions appointed jointly by the three states. The term of office of the Mission is fixed at ten years. The goals (reconstruction of the economic fabric, urban renewal, improvement of the environment, development of trans-border cooperation by increasingly closer integration of the actions of the three countries) must be achieved on the ground. The joint action programme for the ED Zone, consolidation of the whole of this policy was translated into three national programmes of community interest, bene- fitting from financial assistance from the European Community, which has specified four lines of action, which are to be completed as a matter of priority: an International Business Park (IBP), a Centre for Common Services, a European College of Technology, a trans-border built up area. The International Business Park covers 450 hectares of former iron and steel sites, within which businesses can benefit from special advantages. By the end of 1992 with the inclusion of the laying of the foundation stone of the facility of the American allied signal group, makers of synthetic fibres, during the year, nearly 90 businesses will have established themselves in the zone. The three partners in the zone have made perfectly harmonious progress, but each in its own way, in developing its part of the Business Park.
