Opening Session - Séance d’Ouverture Let me refer only to the first mission: „Safeguarding of the Memory of the World“. This mission incorporates not only the new UNESCO program Memory of the World, but also explicitly refers to the importance of documents and records management in administration as an indispensable testimony of social economic process. Therefore, PGI will continue its assistance in the organization of sound national and regional archival infrastructures; elaboration of common standards and tools, assisting in the introduction of new technologies, promoting training and the dissemination of studies and guidelines on collection maintenance, preservation and archival information management. Thus, UNESCO continues to stress the important role that appropriate records and archives management structures have to play in the upgrading of administrative procedures in particular, and in the socio-economic and democratic development of member states in general. May I add that in confirming the importance UNESCO is giving to the archival work, the director general has just one week ago filled the archival post which has been vacant for so long ... too long, in fact. To conclude, let me wish you all of you who are holding the key to the collective memory which UNESCO is engaged to preserve in corporation with you, success for your deliberations and discussions. Jean-Pierre Wallot Monsieur le secrétaire d’Etat, Monsieur le représentant du Conseil de l’Europe, Monsieur le directeur du programme général de l’information de l’UNESCO, Monsieur le docteur Kurt Peball, directeur général des Archives de l’Autriche, distingués invités, distingués conférenciers, conférencières, Mesdames et Messieurs, C’est un honneur et un plaisir pour moi de répondre à l’invitation de M. directeur général Kurt Peball, de venir participer à l’ouverture de la 3' Conférence Européenne des Archives. En effet, de par sa riche histoire qui a pétri la carte politique de l’Europe pendant tant de siècles, de par l’importance de ses archives et de par sa situation géographique qui aujourd’hui comme hier l’affiche au coeur-même des courants d’idées, des glissements économiques et des souffles politiques, Vienne et l’Autriche constituent un excellent choix pour la tenue de la 3e Conférence Européenne des Archives. Comme vous le savez peut-être, les autres conférences ont eu lieu d’abord à Budapest, tout près d’ici en 1985, puis à Ann Arbor aux Etats-Unis en 1989. Certes, l’Europe recouvre plusieurs réalités à géométrie variable; tantôt l’Europe au sens de l’UNESCO incluant le Canada, les Etats-Unis et Israël, tantôt l’Europe 7
