The basic design and structure of Sztálinváros bears the stamp of both ideal and authoritarian urban-planning. The city should be able to legitimise the political system that defined itself as a novelty in history through its institutions and through its architecture. Weiner expressed the basic expectations and criteria in respect of Sztálinváros as follows: ,,the socialist town, the socialist people and PEACE are being established with the wise leadership and direction of our party and of course with the help of the Great Soviet Union". From an iconological point of view the Socialist City manifested or would manifest itself through the founding of a new city which expressed the socio-ideological goal of a ,,world representative of happy, liberated, human dignity". Its design was a means for expressing the unique importance of the town, that is, to demonstrate the centre of Bolshevik power.
