The dramatic and serious turn of events in Rumania and the fate of the ethnic minorities in Transylvania, particularly of the German and Hungarian minorities, have forced the Hungarian Democratic Fomm to take up this intricate, and seemingly hopeless, foreign-policy issue. The issue is intricate and seemingly hopeless, not only because of the special determination and intransigence which the Rumanian government demonstrates in any action directed against the ethnic minorities in contempt of any minority rights as well as of basic human rights and freedoms), but also because political circumstances in Hungary render its government incapable of action.
