Report of the Communications Museum Foundation for 2005 Administration and business management One huge administrative task was to introduce the rules governing opening hours, as set in the new Museum Act, at the Postal Museum and to prepare for introduction at the Stamp Museum. The new system of opening hours including Postal Museum rules has been set down in written form and is available in hard copy and in a computerized version. All museum researchers have the rules in hard copy and can access the computerized version which is on our internal network. At the Stamp Museum, which is covered by rules on opening hours that differ from other museums, the deadline for establishing a set of rules that coincide with the Museum Act was December 2005, in order to be able to introduce the new rules as of January 2006. A revisit and update of labour and financial rules, and orders from the director marked the start of a new era in foundation management. It included introducing the new name of the foundation, setting down the updated features in a uniform framework, and printing them up in hard copy as well as making them available through our internal network. The lawsuit filed by the foundation in 2004 - to void the illegal sale of its headquarters and receive compensation for the serious loss to the foundation and Postal Museum - was accepted by the Budapest Municipal Court which ordered the Land Office of the Budapest Districts to register the fact that a lawsuit is underway in its land records. The foundation, which is exempt from paying court fees, has hired a lawyer and we have authorized our attorney to proceed in all issues regarding the lawsuit including legal matters and the provision of information. The court has set February 3, 2006 as the date of the first hearing. The foundation and the museum are active in bidding processes and participate regularly. However, the amount of support we have been able to win has waned, generally to about one-quarter of the amount we request. It happened for the first time that we were unable to take advantage of a competitive grant we won. It was for HUF 200 000 and we had bid for it to work with children over the summer at the Balatonszemes Postal Museum. However, we only were notified that we had received the funds in October, after the museum had closed for the winter. The Stamp Museum won grants for a new permanent exhibit, for procurement of equipment that makes hidden information on stamps visible through UV light, for the safe covering of the glass plates in the frames we use to display very valuable stamps, and for purchase of cabinets to display printing implements. The Postal Museum received grants to issue the 2003-2004 Foundation Yearbook, to hold Midsummer programmes at Hollókő, and to restore the mobile post office vehicle at the Balatonszemes exhibit. The most significant task in foundation business management, presented in detail in our financial report, was to hold anniversary events in a worthy manner.
