Mrs. Gergely Kovács Report of the Foundation of the Postal and Telecommunication Museum for 2002 Administration and Budget Management The foundation, with board approval, initiated several changes. One was to alter the name to Telecom and Communications instead of Postal and Telecommunication, which better reflects the museums’ purpose, particularly considering that it is adjusted to a separate ministry on government administration level. Another initiative was to register the foundation’s right to the free-of-charge use of certain pieces of real estate and portions of other real properties in the land records. In the course of this, we received an offer from Matáv Rt. to purchase the Postal Museum at Nagyvázsony, the use of which has been fully ceded to the foundation. If agreement is reached, the rights of the founders and the treasury to use the property, and the local government lease right may expand into an ownership right. A new era began in administration and budget management when we computerized the foundation’s accounting, making budget management more balanced. We revisited the internal rules governing administration and budget management as well as labor and personnel administration, introducing the changes we deemed neces­sary. We checked out the various printed items that we use, such as entry tickets, and altered them to conform to changes in the law. We ran several significant renovation projects at the museums. We overhauled the air conditioning at the Stamp Museum and, with Matáv assistance, we managed to replace the contents of the fire extinguishers, which had expired. This move has given us several years of leeway before having to shift to a new system using a different type of extinguishing gas. Although we are mandated to switch to the new system, we have received no central support to cover the extra costs so the postponement is appreciated. We finished upgrading the heating at the Postal Museum, which involved replacing the gas furnaces producing steam heat and the cast iron radiators. Heat to the first floor, as of October 15, is being provided by hot water coming from three automatic gas burn­ers, which has significantly reduced both gas consumption and wage costs. We have begun a similar project to upgrade the heating system at the Nagyvázsony Museum, too. We have also run a checkup of all our electrical equipment. We learned that in 2003 we will have to overhaul the equipment at the Stamp Museum, as well as in the Postal Museum’s auditorium. The designs to enlarge the Stamp Museum are currently no more than sketches of how to take advantage of the spaces offered by the ministry, which it then proceeded to reoccu­py for its own purposes, albeit temporarily. The Ministry of National Cultural Heritage provides the professional oversight for the Postal Museum, and the foundation’s 2003 working plan is relying on those con­clusions. 343
