(...)."23 Nevertheless, Frederick II intended to unify North and South Italy, including the Papal State in the 1220's, which achieved the resistance of the Pope.24 Finally, Pope Gregory IX excommunicated Frederick II in 1227 and absolved his inferiors from their oath of allegiance. The Pope was obliged leave Rome because the vehement protest from the party of emperor. This strained relation partially mended in 1230, when Frederick II forced the absolution from the Pope by the document of Peace of Ceprano. At the same time, the relationship of the Holy See with the Portuguese was also very significant, which is well illustrated by the agreement of April 14 and November 25 of 1238.25 23 Ehler, S.
