The view about the different levels of the ecclesiastical hierarchy is not as clear as the survey of Anselm's Collection, which was written about two decades later. The primary motive of the 74 Title Digest was to strengthen the independence of the church through the exclusion of secular influence. Therefore, the author compiled texts, which deal with strong episcopal power and the central power of the Roman Pope (primacy).
