ENCYCLICAL LETTER «LAUDATO SI » AS ‘CONSTITUTION’ ON RESPONSIBILITY... 55 makes a retrospection based on his predecessors’ statements, recalling the most important social events of the recent century which played significant role to face this current problem - protection of the World - and those many meetings and indispensable discussions on official level, which have already intended to prevent the catastrophe. He give a special title for it: Nothing in this world is indifferent to us (Arts. 3-6). The next three articles are more dramatic and seriously express the extraordinary important of the topic which is analyzed throughout the entire document: references, quotation from some considerable persons who never make statement without serious reason. This is that introductory part which is entitled: United by the same concern (Arts. 7-9). The introductory thought concludes into the so called “My Appeal” (Arts. 13-16) which already expresses the authority, the tone and the method which is used and enforced within the text. The first chapter - under the title: What is happening to our common home - speaks about the pollution, waste and throwaway culture, the climate as a common good and its changing (Arts. 17-26); the issue of water (Arts. 27-31 ); loss of biodiversity (Arts. 32-42); on the decline in the quality of human life and the breakdown of societies (Arts. 43-47); the global inequality (Arts. 48-52); the weak responses by the competent authorities (Arts. 53—49); and the too wide variety of opinions regarding the sustainability issue in the society (Arts. 60-61 ).23 Here, I would like to emphasize in particularly the firm concept of Pope Francis on the already indicated weak responses from those who are competent. The Holy Father expresses: “These situations have caused sister earth, along with all the abandoned of our world, to cry out, pleading that we take another course. Never have we so hurt and mistreated our common home as we have in the last two hundred years. Yet we are called to be instruments of God our Father, so that our planet might be what he desired when he created it and correspond with his plan for peace, beauty and fullness. The problem is that we still lack the culture needed to confront this crisis. We lack leadership capable of striking out on new paths and meeting the needs of the present with concern for all and without prejudice towards coming generations.
