DEVELOPMENT OF THE CLERICAL DUTIES AND RIGHTS 219 consecration, the canonical obedience to the ecclesiastical hierarchy thrust into prominence in the mid 12th century. If we take a glance into the Codex iuris canonici (1917) we can find in Book 2,chapter 1, title 3: 21 canons about the obligations of clerics (cc. 124-144). The afore-mentioned significant canon groups of Grati on’s Decree are clearly recognizable in their context as a fundamental discipline.76 It makes understandable the importance of the worthy clerical life and work. Moreover, only those 6 canons - which compose the previous title (2) on clerical rights77 - mark well that rights can only be instruments to fulfill the primary mission of the church in order to promote the salvation of sauls. 76 Cf. Gasparri, P., The History of the Codification of Canon Law for the Latin Church, in Acta Congressus Iuridici Internationalis VII saeculo a Decretalibus Gregorii IX et XIV a Codice lustiniano promulgatis (Romae 12-17 Novembris 1934), IV. Roma 1937. 1-10. 77 CIC (1917) cc. 118-123; e. g. Can. 118 - Soli clerici possunt potestatem sive ordinis jurisdictionis ecclesiasticae et beneficia ac pensiones ecclesiasticas obtinere. Cf. C. 16 q. 7 c. 18: Nullus laicorum ecclesias uel ecclesiarum bona occupet uel disponat. Friedberg I. 805. Can. 119 - Omnes fideles debent clericis, pro diversis eomm gradibus et muneribus, reverentiam, seque sacrilegii delicto commaculant, si quando clericis realem iniuriam intulerint. Cf. Friedberg 1.555.
