KISS László A védhimlőoltás hatósági megszervezése Magyarországon 125 SUMMARY It’s a still discussed question when did the vaccination become compulsory countrywide in Hungary. The medical literature does not provide a definite answer. Years 1804, 1813, 1829 and 1876 are mentioned in earlier essays. Concerning the earlier dates it has to be noted that before 1848/49 there was neither a government, nor Ministry of Health in the modem sense. In those days there were two types of authority: royal (central) and local (county). The whole internal administration, including health care, belonged to the competence of Consilium locumtenentiale (Governor’s Council). All the royal decrees from Vienna were forwarded to the counties under the control of the Consilium locumtenentiale. The county as the autonomous organization of the local nobility was responsible for the execution of the decrees of the Consilium locumtenentiale. However, the way of execution varied from county to county. Therefore, there did not exist a universal implementation of vaccination. This statement may be confirmed by examples from counties Zala, Gömör, Tolna, Borsod, Hont. Vaccination was made compulsory nationwide by the Law XIV/1876 on public health.
