But the effect of these civil organisations was not sufficient to solve the economic, employment, social, moral and health problems in society. A szerző a prostitúciót a városiasodás, a hely, a szokások és a cselekvésformák, illetve a törvények és egyéb szabályozások által meghatározott jelenségnek tekinti. A prostitúció jelenségét a gazdaság szemszögéből éppen úgy vizsgálhatjuk - az elszegényedés következményének tekintve - mint a közerkölcsök, jogrendszer, vagy a közegészségügy szempontjait figyelembe véve.
