According to the regulations, all the prostitutes received the rules of order in writing, but of the above mentioned 274 prostitutes, 53% (144) were illiterate. It is interesting to see from the records that there was a 14-year-old prostitute holding a license despite the fact that the age-limit pursuant to the regulations was 17 years.
