Animal epidemics, 172-179. The Part on "Public Health Service" consisted of the following chapters: 1. Centre, 180-188; 2. Municipal and district public health service, 189-200; 3. Community public health service, 201-213; 4. Instances of appeal, 214-215. The National Public Health Council immediately started to deliberate the bill, and at a number of sessions it elaborated a shorter draft containing a fair number of modifications. This draft appeared in the January 4, 1874 issue of the Medical Weekly, after it had been submitted to the Ministry of the Interior. The Council's amended draft also consisted of two parts —in fact of two parts with the same titles as in the Ministry's version—and in their modification the second part still contained four chapters, but the first part on health measures reduced the 30 chapters to the following 15: 1. General rules, 1-5; 2. Special measures for the preservation of public health, 6-14; 3. Aid in case of accidents, 15-17; 4. Medical practice, 18-22; 5. Midwifery, 23-24; 6. Quackery, 25-26; 7. Hospitals and therapeutic insti­tutions, 27-38; 8. Public nursing, 39-46; 9. Lunatic asylums, 47-49; 10. Epi­demics and contagions, 50-63; 11. Protective smallpox vaccination, 64-69; 12. Medicinal baths and mineral waters, 70-77; 13. Procedures with corpses, 78-84; 14. Pharmaceutical affairs, 85-102; 15. Animal epidemics, 103-109. Part II on Public Health Service does not differ substantially from the con­tested draft, even the chapter titles are identical, and the four chapters include Paragraphs 110 through 148. 26 Part I is, however, significantly altered in its structure, less so in its contents. The essence of the change is that the problems connected with public health, and with preventive care and treatment in the present-day sense, which are rather scattered in the draft of the Ministry of the Interior, were condensed in a single chapter entitled "Special Measures for the Preservation of Public Health". This chapter includes maternity care, child care, environmental hygiene, etc. Some other chapters were also combined, for instance, those on medicinal baths and mineral waters, those on smallpox vaccination and institute of vaccinations, etc. An effort was made to make the wording more concise, and the stylistic and textual modifications are listed through a long succession of pages.
