THE OTTOMANS IN HUNGARY After the seizure of Buda Castle by the Ottomans (1541) and the campaign of Sul­tan Suleyman in 1543, the conquerors set­tled down and shaped the administrative organization of the regions under their con­trol according to their own policy. At the head of the province-like great regional units, the vilayets, stood a pasha or begler begi, often with the rank of vizier. The vi­layets were divided into sanjaks under the control of a sanjak begi, and the sanjaks consisted of a number of smaller units, the so-called nahiyes.
