Perger Éva Nagy-Budapest közigazgatás-szervezési dilemmái Éva Perger Dilemmas of Organizing Public Administration in Greater Budapest The study examines how the organization of management in Budapest and its agglomeration has been related to the current spatial tendencies. It claims that the development of Budapest and its region has been hindered many times and for longer periods by the disharmony between the organization of public administration and the spatial structure. Solutions worked out scientifically, reflecting the interwovenness of the agglomerational area in a flexible way have come up many times in our century but they could never have been realized due to political interests behind the independent management units. The establishment of Greater Budapest in 1950, regarded superficially, meant the adaptation of public administration to the already existent spatial procedures. However, after the uniting of the city in 1950 the boundaries of public administration became at the samer time broad - as they outgrew the borders of the city being homogeneous concerning its function and appearence - and narrow - as the complete administrational separation of the agglomerational belt survived. The whole period was characterised by the rigidness of public administration. It was not only the borders of the settlements and country- districts but those of different types of services that drew significant demarcation lines in the area. After the political changes of 1989 a quite broken structure of local governments was formed. There are 22 + 1 (later 23) units in Budapest, 67 within the functionally coherent agglomeration of Budapest, and heeding the expansion of the territory of the agglomeration there are altogether 102 local governments relatively well isolated from each other. The development of Budapest and the nearby settlements has become even more interrelated. Their network of relationships has become manifold, mutual and closer. The nearby settlements remained independent in their local authority and have increased in their economy. Spontaneous processes have become a source of contest between the capital city and the settlements of the agglomeration. Sensible processes of building up from the bottom and conducting regional development is highly retarded by the broken structure of public administration of the area. It is not , just" the boundaries of public administration of the greater city being too narrow and too broad at the same time, but it is also the fact that there are firm boundaries of public administration marking the territory outside the borders of the city. (Though to different extent, the borders of the districts and the settlements , the capital city and the county are firm.) 199
