Les membres du Comité financier seront choisis parmi les ressortissants des pays ayant un important marché financier, y compris la Hongrie. La Comission de Gestion ne pourra effectuer la mobilisation des titres, si le membre hongrois de la Commission en demande l'ajournement. La Commission de Gestion aura le droit de demander à la Banque des Règlements Internationaux d'assumer le rôle de Trustee pour le Fonds. Au cas où cette Banque accepterait de donner suite à cette demande, les Etats contributaires au Fonds donneront un ordre permanent à la susdite Banque pour transférer périodiquement, dans la mesure où elles seront exigibles, les sommes à verser par chaque Etat, selon les prévisions du présent Accord, du compte dudit Etat au compte du Fonds. En vue d'assurer des conditions plus favorables pour le placement des titres, la Commission de Gestion s'adressera en temps utile aux Gouvernements des Etats ayant un marché financier important, afin d'obtenir, si possible, pour les titres les facilités nécessaires. Elle s'efforcera aussi d'obtenir pour le Fonds toutes les facilités fiscales que l'Etat, sur le territoire duquel le Fonds aura son siège, pourra accorder. Le siège du Fonds sera choisi également par la Commission de Gestion. Les frais des procès, de fonctionnement et en général tous les frais de gestion du Fonds soint à la charge du Fonds. The Managing Commission shall not be entitled to mobilise securities if the Hungarian member of the Commission demands the adjournment of the operation. The Managing Commission shall be entitled to request the Bank for International Settlements to act as Trustee for the Fund. Should the Bank comply with this request, the States contributing to the Fund shall give a permanent order to the said Bank to transfer periodically, as they fall due, the sums to be paid by each State under the provisions of the present Agreement, from the Account of the State to the Account of the Fund. In order to ensure more favourable conditions for placing the securities, the Managing Commission shall in due course approach the Governments of States having an important financial market, with a view to obtaining, if possible, the necessary facilities for the securities. It shall also endeavour to obtain all the fiscal facilities which the State in whose territory the Fund has its domicile can grant. The domicile of the Fund shall be chosen by the Managing Commission. The costs of legal proceedings, of the working, and, in general, all the costs of the management of the Fund, are to be met by the Fund. For this purpose provision has been made in the calculations that a sum of four million eight hundred thousand crowns should be deducted from the first payments received by the Agrarian Fund to assist it in supporting these expenses.
