294. szám. 211 above, and these quotas shall also be subject to the rules of paragraph a) of Article 24 regarding notification of inability to utilise quotas, in the same way as if the said quotas were quotas for export to the free market. In the event of such notification of inability to utilise quotas the parts not to be utilised may be redistributed among the other territories referred to in Articles 11, 12 and 13. Article 16. a) The Government of India undertakes to prohibit exports of sugar by sea elsewhere than to Burma during the period of the present Agreement. b) In the event of re-export of Indian sugar by sea from Burma rendering the Government of India's contribution to the present Agreement ineffective, the Government of India will take up the matter with the Government of Burma with a view to reaching arrangements which will render the Government of India's contribution effective. Article 17. The Government of China will use its best endeavours, so far as circumstances permit, to the end that the sugar import requirements of the Chinese market shall not decrease during the period of the present Agreement. Article 18. The Government of the Netherlands, in respect of its territory in Europe, undertakes to refrain from net exports of sugar ; it reserves the right to cover the requirements of its home market by its home production and imports from other parts of the Kingdom. The Government of the Netherlands, in respect of Netherlands Guiana, undertakes to refrain from net exports of sugar to countries outside the Kingdom of the Netherlands. kvótákra is alkalmazandók és ezekre a kvótákra a kihasználásra való képtelenség bejelentése tekintetében a 24. szakasz a) pontjában foglalt szabályozások is alkalmazandók ugyanazon a módon, mintha ezek a kvóták a szabadpiacra szóló kiviteli kvóták volnának. Abban az esetben, ha ezekre a kvótákra vonatkozólag a kihasználási képtelenség bejelentetnék, azok a részek, amelyeket nem használtak ki, a 11., 12. és 13. szakaszokban felsorolt egyéb területek részére újból kioszthatók. 16. szakasz, a) India kormánya kötelezi magát, hogy a jelen egyezmény tartama alatt a Burmába irányulón kívül minden tengeri úton eszközölt kivitelt megtilt. b) abban az esetben, ha Burmából tengeri úton indiai eredetű cukrot vissz kivinnének és ezzel India kormányának a jelen egyezmény érdekében hozott áldozatát hatálytalanítanák, az indiai kormány tárgyalásokat fog kezdeni a burmai kormánnyal olyan megállapodások létesítése céljából, amelyek alkalmasak lesznek az indiai kormány által hozott áldozat hatályossá tételére. 17. szakasz. Kína kormánya — amennyire ezt a viszonyok megengedik — minden tőle telhető erőfeszítést meg fog tenni abból a célból, hogy a kínaj piac beviteli szükséglete a jelen egyez_ meny tartama alatt ne csökkenjen 18. szakasz. Németalföld kormánya kötelezi magát, hogy európai területeire vonatkozólag tartózkodni fog a tiszta cukor ki viteltől ; fenntartja azonban magának a jogot arra, hogy belsőpiáéi szükségletét saját termelésével és a Királyság egyéb részeiből való behozatallal fedezze. Németalföld kormánya HollandGuyana tekintetében kötelezi magát, hogy tartózkodni fog a Németalföldi Királyságon kívül fekvő államokba való tiszta cukorexporttól. 27*
