CONCLUSIONS OF THE CONFERENCE I. The Conference on the Statistics of Nationality/Ethnic/LanguageGroups was held in Budapest on September 3-5, 1992 by the Demographic Committee and the Historical Demographic Subcommittee of the Hungárián Academy of Sciences with the support of the "Foundation for the national and ethnic minorities in Hungary" of the Office of National and Ethnic Minorities of the Hungárián Government, of the Teleki László Foundation, of the Europe Institute Budapest and of the Hungárián Central Statistical Office. At the Conference the Statistical Offices of Austria, of the Voivodina, Slovakia, Roumania, Croatia, Slovenia were represented. Further, invited expert demographers, statisticians and historians participated from the neighbouring countries, England, Germany and Switzerland. The aim of the Conference was to discuss the conceptual and methodological questions with regard to the surveying of the nationality/ethnic/language groups of the population censuses, especially with regard to the size and composition of the Hungárián nationality groups in the neighbouring countries and further to assess critically the data relating to the nationality/ethnic/language groups within the present borders of Hungary departing from the 1910 population census. With regard to the papers presented and in the course of the discussions the representatives of the Statistical Offices, the invited specialists of demography förmed a proposal according to wich in order to ensure the reliability and objectivity of the data countries with significant numbers of different nationality/ethnic/language group members will perform future censuses on the basis of the following criteria. Taking into consideration the UN recommendations with regard to population censuses they regard as necessary to perform, at population censuses, the full-scope survey of the following criteria: 1. nationality/ethnic/language group; 2. mother tongue; 3. use of languages. It is appropriate - especially in areas with significant numbers of different nationality/ethnic/language group members - to ask even further criteria /either at the full scope population censuses or in the course of separate additional part-surveys/, such as: 4. place of birth; 5. citizenship; 6. religion; 7. the nationality and the country of birth of the father; 8. the nationality and the country of birth of the mother. II. Further recommendations: - In the population census questionnaries the main nationality/ethnic/language groups living in the respective area should be indicated in pre-printed form; The questionnaries and the instructions for filling them out should be maid available to the main ethnic groups translated into their respective languages; Instead of beeing established by the authorities or by the enumerator the supply of data should be based on the free declaration of the person asked or of his representative in the full awareness of the confidentiality of the individual data; 353
