V. EXPLANATION OF CONCEPTS
The qualification of persons having obtained a school-leaving certificate (absolutory) was alsó ranked in the same way. As completed qualifications are considered: — a certificate of skilled worker obtained at an apprentice school; — a certificate of vocational school and a special examination, vocational qualificative examination passed at a vocational school; — a secondary school-leaving certificate, certificate of qualification received at a secondary school, as well as a school-leaving certificate of secondary school issued between 1974 and 1986; — in third-level schools school-leaving certificate and diploma. All the highest completed qualifications which are based on generál, elementary school education, prepare for a secondary school-leaving examination, for obtaining a qualification, for the continuation of studies at a third-level school and entitle to occupy posts requiring second-level education are shown as qualifications of secondary school (e.g. completed grammar school, secondary vocational school, technical school, commercial high-school, secondary school for training teachers, kindergarten teachers, respectively). Besides, here are shown alsó those who completed an industrial high-school, a high-school for girls etc. At the 1941 population census only the qualifications of grammar schools of eight grades, high-schools for girls, high-schools for modern languages and sciences, girls' colleges, secondary schools for girls, teachers' training schools and commercial secondary schools were considered as qualifications of secondary school. In the case of the data of the 1970 and earlier population censuses, persons who completed at least the first year of a higher school without having passed secondary school-leaving examinations and without having completed a third-level school, are shown among those who completed secondary school. So-called specialized matriculation examinations passed between 1949 and 1955, are considered as the highest educational attainment only if the person enumerated completed at least one year at a higher school succesfully. To the group of third-level schools belong all the institutions which are based on a secondary school-leaving examination (qualificative examination), provide high-level special knowledge and a generál culture, where the successful completion of the studies entitles the graduate to pass a state examination and to receive a diploma. The population censuses before 1970 interpreted the concept of the qualification obtained after the completion of a third-level school in a manner different from the present. The 1930 population census considered as persons with third-level education — besides those with diplomás — alsó those with schoolleaving certificates who had completed their studies at higher schools (theological college, military i academy, academy of law etc.) which didn t make it possible to obtain a diploma. The 1980 data of persons with completed third-level education include alsó the number of persons having received schoolleaving certificates (absolutory). Third-level educational institutions are universities, colleges and other third-level schools. The qualifications obtained at colleges of university type — except the college faculties — were included among those of university level and the qualifications obtained at the college faculties of universities and at the college faculties of university type — among those of college level. (In the tables, the qualifications obtained at colleges and other third-level schools were shown together as "non-university third-level qualifications".) Within the third-level educational institutions, persons with qualifications obtained at academies, at the state technical college as well as at the economic and technical academies are shown among the data "non-university third-level qualifications" of the corresponding completed faculty. In the group of "non-university third-level qualifications" were included those who had completed third-level technical schools, teachers' training schools between 1962-75, training schools for kindergarten teachers after 1960, technical, agricultural, sanitary instructors' schools as well as 256
