I. THE COMPREHENSIVE REWIEV OF THE DATA COLLECTION AND PROCESSING - 1. The prepatory activities of the census

In the second stage, it came to the selecting of the dwellings in a systematic manner, by means of electronic computer. The directories used for the sample design originated from two sources: as for the dwellings built before 1960, the directory used for the census of 1960 was used, while for the new buildings (constructed since 1960) the continuous registers of the building and construction statistics have been taken into consideration. Distinct proceedings were applied in the case of the inhabitants of the institutional households (nurseries, homes for children, social welfare homes, hospitals, workers' hostels, hotels, resthouses). The larger institutions were all included to the sample, and each 50

l inhabitant of them has been registered by the census-taker, while in the case of smaller institutions a selecting procedure has taken place in 10-15 per cent. Consequently, in order to ensure a global 2 per cent representativity rate, 20-40 per cent of the inhabitants of the institutions named should have been registered. After the conclusion of the experimental census, a post-enumeration central survey took place in order to test for the accuracy of the data obtained. Registration performed in contiguous regional units st Prior to the population census held on the 1 January 1970, two experimental registrations have been performed, in order to set the targets of the organizational work, to design the districts, to select the census-takers and supervisors, to organize and perform the training of the staff as well as to test for the suitability of the questionaries and instructions to be given. In addition to the technical modifications which had taken place meanwhile concerning certain notions, the experimental registrations were highly needful, because - as it was pointed out above - the micro-census in question was based on addresses selected for that purpose; consequently, it was unable to furnish experiences as to the setting and including of contiguous regional units (districts) to the sample. Prior to the beginning of the experimental registrations, all duties have been accomplished which had to be experienced i.e. used later in the population census itself, or during its preparatory operations. So for example, the geographical map of the settlement has been procured; a list of the streets and street-numbers has been prepared; census-takers and supervisors have been employed and their training organized by means of consultations held by experts of the question. The organizational work was done by the municipal councils under the supervision of the persons in charge of the population census in the counties as well as of the staff designated. The first experimental registration of this kind has taken place in November 1968, the preparatory works of which started in September. 5 communities have been selected in different regions of the country, out of which iull-scale registration has been executed in 4 villages (cca 27 000 persons) while partial registration took place in a town (cca 3 000 inhabitants). Two sorts of questionnaries have been tested in the registration:on the one hand, a list (including cca 10 000 persons), and an individual questionary enabling the registration of 20 persons, on the other. The testing for the individual questionaries took place according to the method applied with the population census on the st 1 January 1970. (In the case of 75 per cent of the recorded persons a basic list, while with 25 per cent of them enlarged, so-called "representative" questionaries have been used.) The second experimental registration took place in April and May 1969, in a town having 15 000 inhabitants and in a community of 5 000 inhabitants approximately. During the preparation work, it came at the first time to the application of directories showing streets and street-numbers 19
