II. APPENDICES. Documentation of the population census - 1. LEGAL RULES GROUNDING THE POPULATION CENSUS

Presidential order No 1/1969 (IX. 24) KSH of the PRESIDENT OF THE CENTRAL STATISTICAL OFFICE on the effectuation of the 1970 census Under the power given by the section 8 of the legal order No 18 of 1969 - in agreement with the head of the Department for Councils' -Organs of the Council of Ministers - 1 provide as follows: § 1 (1) The execution of the data collection of the census and the enumerations related is managed by the responsible leaders of the census - under .the guidance and control of the executive councils of the Councils. These tasks will be fulfilled by the secretary of the executive councils in the capital, in the counties, in towns of county rank, in districts, in towns, in the districts of the capital and in the districts of the towns of county rank, and by the head of the general administrative organ in the villages. (2) The responsible leaders of the census draw substitutes into the census work in the towns (in the capital and in towns of county rank in each district), as well as in villages of more than 5 000 inhabitants (generally from among the staff of the secretariate or management division, and in villages from among the workers of the administrative organ) exempting them from other official duties for the period between 1 December 1969 and 15 January 1970. (3) The responsible leaders furnish the enumerators and supervisors with written commissions for doing their duties. § 2 Main tasks of the responsible leaders of the census in villages, towns, districts of towns of county rank and districts of the capital are the following: (a) In accordance with the enumeration districts and supervision districts formed before the date 30 October 1969, in agreement with the competent directorates of the Central Statistical Office, he designates enumerators and supervisors and arranges the letters of commission - mentioned in section (3) of § 1 - to be got ready; (b) In agreement with the competent directorates of the Central Statistical Office, for the periods 8-12 and 15-19 December 1969 he ensures the material preconditions for training the enumerators and supervisors,- and he personally participates in the training; (c) He informs the population in due time on the population census and on its importance using the means of propaganda put at his disposal; 117
