AGSTNER, Rudolf: Austria(-Hungary) and her diplomatic and consular missions in Mexico and Guatemala

Rudolf Agstner In the absence of a real embassy, Austria continued to be represented in Guatemala by honorary consul general Franz Josef Ippisch until his death on June 22, 1983. His son Franz Ippisch Beyer, whose tenure was rather short-lived, as on July 22, 1988 the Foreign Ministry in Vienna removed him from office, succeeded him. On April 9, 1990, Ernst Glawischnig, a former teacher at the Austrian school in Guatemala City, was appointed honorary consul general. He remained in office until 1998, when the consulate, which had become redundant due to the establishment of the Austrian embassy in 1993, was closed. The Austrian Embassy Guatemala City In July 1959 the Federal Ministry of Foreign Affairs was re-established as an independent ministry under Bruno Kreisky. Under his guidance new Austrian embassies were to be established in Third World countries in Africa, Asia and Latin America. One of the countries whose name came up regularly as candidate for an Austrian embassy was Guatemala, where an Austrian school existed since 1958. Instead, on January 15, 1963 Foreign Minister Kreisky submitted to the Council of Ministers the proposal to upgrade the honorary consulate in Guatemala to an honorary consulate general and to appoint Franz Ippisch honorary consul general. In view of the fact, that Austria is represented in Guatemala by an honorary consulate only and that the plan, already envisaged several times, to open a representation in this state could not be implemented due to budgetary constraints, it would seem appropriate, to convert the honorary office into an honorary consulate general.119 Ippisch received his exequatur for the new function on May 9, 1963 and remained Austrian honorary consul general until his death on June 22, 1983. As a result of this decision, Harald König in 1964 was made honorary consul. On June 1, 1964, the Austrian Federal Economic Chamber opened a commercial delegation in Guatemala City headed until 1973 by Franz Rieger. In 1967 the Austrian ambassador in Mexico City, Hans Thalberg, strongly recommended that a 119 Protocol 72nd session of the Council of Ministers of January 15, 1963 item 2; BMfAA 105 386- 1/62 of January 7, 1963. 312
