International Cooperation of Political Police 207 The Rome Conference provided for the creation in all the nineteen participating countries of a Central Office (Zentralstelle) to serve as a national clearing house for information concerning anarchists inside their borders, and as a liaison between the country’s national police and the police of other states in a common war against anarchism. Following the motto, “Geld regiert die Welt - aber nicht das polizeiliche Notstandsrecht”! the Zentralstellen were instructed to expedite the exchange of news by resorting to the telephone and telegraph and in their written communications to drop all formal addresses and salutations (“vollkommene Beseitigung aller Förmlichkeiten”)43). The point in question here is not the effectiveness of the police agreement in saving the European state system from serious harm, but the existence of this police agreement to begin with. On the one hand it affirmed the principle of state sovereignty since it aimed at preventing the destruction of state authority, on the other hand it was a step forward in the direction of discarding absolute national autonomy in favor of some form of administrative standardization and integration. The Austrian Central Office, which took its seat in the building of the Police Directorate (= Polizeidirektion) in Vienna, was instructed to gather its information from sources foreign and domestic, and to watch all anarchists regardless of their nationality. Paragraph three of the Instruction laid down: „Die Kenntnis der erwähnten Entwicklung schöpft die Centralstelle aus dem Studium der einschlägigen Literatur, aus den Mittheilungen der hierländischen Behörden und auswärtigen Centralstellen, aus eigener unmittelbarer Wahrnehmung, aus Meldungen von verlässlichen Vertrauensmännern des In- und Auslandes oder sonstigen Informationen“44). Paragraph six ordered the keeping of files on all important anarchists: „In ähnlicher Weise führt [die Centralstelle] nach Thunlichkeit auch die etwa im Auslande sich aufhaltenden, nach Österreich zuständigen Anarchisten in Vermerkung und veranlasst eventuell deren Überwachung. Desgleichen verschafft sich dieselbe nach Möglichkeit das Signalement der besonders hervorragenden, nach dem Auslande zuständigen Anarchisten und veranlasst eventuell die Invigilierung nach denselben im Inlande zum Zwecke weiterer Amtshandlungen“45).
