Your note to me and inclosure to L. D[udley] S[tuart] reached me and was yesterday discussed by K[ossuth] & B[atthyány]. Your suggestion with regard to the optional settlement of the emigration in the Ottom. Dominions will be attended to and supported by their joint recommandation with Ld. P[almersi>n] through the intermedium I will afterwards point out. At the time of discussing that and Col. B[ystrzonowski]'s proposition with regard to Garachanine, K[ossuth] & B[atthyány] fell on the following very promising combination which I confess somewhat startled me at first by its boldness. I believe it will fully meet Your views but should it not have your entire concurence, you must on receipt of this dispatch a messenger (with a dispatch in the accompagnying cypher) who if he does not overtake me at the quarantine of Negotin will deliver his — — — a) under cover to Cerrutti 2 and with a recommandation to the Natchalnik to forward it. The combination is the following: It is proposed in one case to gain the co-operation of the Serbs by giving up to them Slavonia, [and leaving them the option of uniting or not with Croatia as they might agree, but the]^ but the whole to be as Serbia now is under the protectorate of the Porte. The price would be offensive and defensive alliance, abolition of quarantine duties and a common system of lines of communication — in fact a free-trade, Zoll verein, as an Irishman would characterise it.
