report detailing the circumstances connected with the departures of Mr. Kossuth from Gemlik and his reception on board the Mississippi. As the previous despatches from the Legation and the papers herewith communicated embrace a full account of the entire transaction, I have only to add that the delicate and difficult negotiations concerning it, which preceded the arrival of Mr. Brown, were conducted with great judgement and discretion by Mr. Homes and that Mr. Brown's favorable standing with the Porte and his long experience in his duties had enabled him to bring so nearly to a successful issue, what Mr. Homes had so happily begun, that on my return from Syria I found nothing but mere matters of form remaining to be settled. In justice to Capt. Long and the officers and crew of the Mississippi I ought to say that they have manifested great zeal and alacrity in making the necessary preparations for the reception of the distinguished guests of the nation, as well as entire willingness to submit to the privations and inconveniences necessarily resulting from the conveyance of so large a number of passengers; arid that I believe the ship is fully prepared for a safe and speedy passage to the United States.
