You answered the „Friends of Italy" that you would consult with me and decidé about their proposal of transforming themselves into the „Friends of Italy and Hungary". The answer was to be contained in your written answer. We consulted together and you decided for the unión. I manifested your intention. A meeting of the Council was appointed for tomorrow evening, for the purpose of finally agreeing. There will be, no doubt, great disappointment at their finding every thing changed and their meeting without an aim. But, if your idea is really good and practical more than the former, you must of course try to carry it. My opinion is that it is good, but not practical. Englishmen are extremely practical. They want a definite object to carry, if they are to act. The object must be not only a definite one, but one which they see how

2 to carry and which they feel confident to be able to carry. The more you widen the credo,

3 the less you will find them practically active. My Peoples International League did not succeed; the Friends of Italy do succeed. A friend of the world has too much to do to do anything. Your Society will be perhaps hailed with acclamation, because the principle is true and good. But as an implement of action, it will never do. It will end in speeches, like all the Peace Societies, Ligues of universal Brotherhood and such like. Their members dine together and compliment one another: that 's all. Think deeply of what I say: I feel it do be true. The Society of the „Friends of Italy and Hungary" can assume the truly generál aspect you wish for: we, by it, attack both Popé and Emperor, the two sources of European despotisme; we can speak of all the races bound down under Austria; we can rise, step by step, to your plan. But, beginning from that, I fear you will meet with delusion. At all events, I wish you could write a few words of answer to the Council fo the „Friends of Italy" starting your final decison, so that they can be presented tomorrow evening.
