605 THE DEVELOPMENT AND MODERNIZATION OF R+D RESOURCE PLANNING In the study the history of planning of R+D resources in Hungary has been discussed since 1947. It is shown how the information basis of resource planning has evolved; the major experiences are summarized and there is a proposal for its improvement. More constant indices of R+D resource planning were those of the central investment allocations of projected R+D; those of the budgetary appropriations of government support and later the calculations con­cerning the formation and utilization of the Fund for Technological De­velopment. Over time the scope of the sources of R+D has been widening but the opportunities of financing have become fewer and fewer since the mid-'VOs. The financial reporting system /budget accounts, balance sheet report of companies/ complemented by R+D statistics was the information basis of R+D resource planning. R+D statistics tried to exhibit actual R+D expenditures and thus to reflect real situation. This has promoted the development of resource planning but the plan calculations of resources still embrace a wider scope of scientific and technological activities. Prognostication should be improved and planning should be adjusted to the management and decision-making hier­archy, taking into account the authority of central control. THE EVALUATION AND STIMULATION OF SCIENTIFIC RESEARCH AT THE BIOLOGICAL RESEARCH CENTRE OF SZEGED The Biological Research Centre /BRC/ of the Hungarian Academy of Sciences was founded at Szeged in 1971. Its major functions are — to perform basic research specified by the Hungarian Academy of Science s , — to initiate the application of scientific results, — to take part in the organized training of scientists, — to publish research results, — to cooperate with Hungarian and foreign scientific institutes. The problems of the measurement of scientific performance and its expression are known. Of course, in the evaluation of research work the number of publications, the number of citations, the impact factor of journals are considered. Scientometric analysis is the basis of the researcher's reward; it is taken into account when salaries are fixed and research activities are financed. In the stimulation system of the BRC non-financial elements also play a great role. The individual's interests are taken into considera­tion increasingly. A part of the receipts of contract work is spent on the operating costs of the Centre but social allocations and remunera­tion are covered by this source,too.
