Scientific activities are, for the most part, controlled and financed by rather atomized authorities of the republic, and the central government carries no proper weight in coordinating the R+D activities. An early chage in this situation is very much desired. Foreign grants have taken a prominent part in the. results so far achieved by India's research effort, and this appears in various forms. However, the material burden of this aid is so heavy that it should be taken into account in formulating a long-range science policy. Deserving mention among the recent achievements is that in India certain top-priority research projects have been categorized to promote a more appropriate distribution of financial means, and the training of young scientists is strongly emphasized . THE EUROPEAN ECONOMIC COMMUNITY AND SCIENCE POLICY IN WEST EUROPE For the time being, scientific and technical cooperation in Europe is not based on a uniform and coordinated science policy, though certain efforts have al­ready been made to this effect.The unevenness of the development of some major projects is frequently caused by chauvinism on the part of certain nations. Despite such difficulties, a marked progress may be observed. Set up in I964, the Medium Term Economic Policy Committee sent out a working group to elaborate a scientific and technological research policy. This group, known as Agrain-Group , submitted its report in 1969 to the Council of Ministers, marking out seven major fields of cooperation. States outside the Community were also invited to participate in the cooperation. The EEC countries are considering the establishment of some new European institutions. It seems to be desirable to set up a European Committee on Research and Development to determine priorities in European R+D and to formulate the R+D policy of the individual branches of industry. It would be very useful to establish a European Science Foundation to support basic research and to encourage the exchange of scientists both within and without West Europe, and to finance the famous European scientific centres. 187
