SOME PROBLEMS OF THE ORGANIZATION OF R+D ACTIVITIES IN THE GERMAN DEMOCRATIC REPUBLIC Two East German scientists prepared a comprehensive study on the orga­nization of R+D, and emphasized that the tasks to be solved in this field would be­come ever more complex.The authors point to the peculiarities of working processes and their special requirements in the field of R+D, and starting out from them they make inferences as to methods which seem to promise the most effective outcome. In this context, they underline the importance of certain methods, first of all the application of PERT-technique. The adoption of these methods permits the stochastic elements of R+D to be considered by way of the calculus of probabilities. It also permits that the necessary corrections might be made in the course of work, based on the periodic control of working processes. The authors enlarge upon the organi­zational problems of the performance and structure of research work, and emphasize the advantages and necessity of flexibility in research organization. REORGANIZATION OF RESEARCH IN FRANCE AND THE CNRS The committees engaged in the reorganization of scientific and techno­logical research in France were active in five major fields: research policy and research support, organization and management of research, personnel problems, re­lationship between research and the universities, research and its application. The main effort of scientists is aimed at safeguarding their independence and at secur­ing adequate support for their work. The scientists also take a keen interest in the settling of problems relating to the hierarchy of research institutions and bod­ies concerned in R+D, as well as in improving the career opportunities and working conditions of scientific workers, and in realizing the rentability of research.
