Now that Hungary is a member of the European Union, however, all that is left for the ethnographer in the provinces to do is to record changes of a technological nature together with the adoption of new production systems. However, the EU's plans also included the Agenda 2000 reform proposal, whereby primary emphasis was put on environmental protection and regional development. In the Bihar region, however, where we concentrated our attention, we were unable to find any evidence of this initiative being put into practice. Changes in the agricultural structure have prompted major changes in traditional agriculture and peasant farming. The implementation of such changes is made all the more difficult by the ever-changing terms and conditions, caused by the fact that the EU's Common Agricultural Policy happened to be going through major restructuring at the time Hungary joined. 484
