RÖVIDÍTÉSEKJEGYZÉKE ÖStA Österreichisches Staatsarchiv KA Kriegsarchiv HKA Allgemeines Verwaltungsarchiv, Finanz- und Hofkammerarchiv István Kenyeres A "Fiscal-Military State" Public Finances and Military Expenses in the First Half ol the 17th Century in Europe, with Particular Focus on the Habsburg Empire The aim of the study is to describe the main characteristics of the great powers and the public finances of 17th century Europe (especially the Habsburg Empire, Spain, England, France, the Low Countries and the Ottoman Empire) in the context of the theoretical models of the "fiscal state" and "fiscal-military state". We try to position the 16th-17th century Habsburg Monarchy along the lines of the European fiscal and fiscal-military development. Starting from the characteristics of European countries regarded as “fiscal-military states” by the scientific literature, we set out to review the following areas with reference to the Habsburg Monarchy: 1 ) state revenues, compared to other European countries, 2) army manpower, compared to other European countries, 3) military expenditures of the Habsburg Empire in the 16th- 17th centuries, 4) size of the state debt, 5) development of public administration and bureaucracy, 6) information on the military expenses, the first draft “budgets”, 7) tax system and taxation, 8) main characteristics of financing the army, 9) the issue of cooperation between the orders and the regime with the aim to finance military expenses and state operations. 56
