b. The Ministry of National Cultural Heritage must provide resources of subsidization in financing the operational costs of the artists’ symposia operating continuously possessing their own real estates, which those interested can receive according to a norm to be drawn up further on. c. In the competition of the National Cultural Funds it must also be possible to hand in applications of several years’ term, supporting the financing of the symposia’s maintenance, revival, development, conservation and operation of the collections. d. In the competition system of the national Cultural Funds, the possibility of applications of several years’ term including the bailment of the operational costs must also be secured for the workshops and symposia not possessing permanent infrastructural conditions. In the competition system of programme financing it must be possible for the associations, workshops and symposia recognized all over the country and possessing professional guarantees to be allowed to apply for holding the programmes and symposia undertaken themselves on behalf of the participants. e. It must be allowed to submit applications for maintenance and operation to other announcers of competitions (such as Hungart). f. The Ministry of National Cultural Heritage must initiate at the Munistry of Education that the outer traning places - indirectly the artists’ symposia and workshops - should secure resource of financing for the state tertiary institutions of art. The present memorandum was drawn up on the basis of what was to be heard at the professional conference in Pécs, on 14-15th November 2002, summarizing the unanimous opinion of the specialists of the organizations attending it. The participants intend the memorandum as the first step of the dialogue and joint work with the cultural government in the interest of a long-term and satisfying solution of the outlined problems in the hope that this will be continued quickly and efficiently.
