210 THE "ZICHY EXPEDITION Jelufsich: Count Jenő Zichy, around 1900, In private ownership foreign insecurities. The year 1861 promised reconvocation of the Hungarian National Assembly and the return of the constitutional elements in govern­ing. The "provisorium” (provisional administration) between 1861-65 was fol­lowed first by summoning of the Hungarian National Assembly and then by the Austro-Hungarian "Compromise” (agreement on the dualistic governing form) signed in 1867. Zichy always took an active part in the Hungarian political life. His pro­posals, suggestions and comments concerned mostly industry, commerce, transportation and culture but he had strong comments on the proposal of the protection act as well. He was the MP for the Bodajk district of County Fejér in the National Assembly in 1861. The short period was marked by the activities of the “Felirati Párt” (party led by Ferenc Deák) and the “Határo­zati Párt" (party led by László Teleki). This period ended with the dissolution of the National Assembly and could not realize the expectations attached to it. Zichy supported Deák’s politics that prepared the Compromise, he represented the Élesd district of County Bihar in 1865-69 as a member of the Deák Party and later as independent MP until 1872. His first big political debate came in 1870. He argued against further financial burdens on Hunga­ry in the process of clearing the losses of the imperial treasury’s value-bills
