These profound changes, however, could not be adequately enforced. The aristocratic families concerned continued the practice of bestowing the Order. At last, Pope Gregory XVI in 1841 succeeded in introducing a radical reform concerning the order; the result was the creation of the St Sylvester and (reformed) Golden Spur Order. In 1905, under Pope Pius X, the decorations and awards of the papacy (Holy See) underwent comprehensive and modern reform. At this time the Order of the Golden Spur was reintroduced. In the Holy See’s differentiated awarding system this became the second highest form of recognition following the Order of Christ. As compared with other, lower-level papal orders, this remained an exceedingly distinguished award during the 20th century. The awardees include monarchs, senior politicians, and aristocrats. They include Hungarians as well: CountFerdinándZichy received it in 1909, (the beatified) Prince László Batthyány-Strattmann in 1923, while Miklós Horthy, Hungary’s governor, became a member of the order in 1936.
