Miklós Tornyai The life and works of Chief Fireman Ferenc Papp The life and works of Chief Fireman Ferenc Papp Miklós Tornyai The „clash” of fire and water took place after the "great flood" of 1879, during the reconstruction of Szeged, when the fire station of Szeged was formed. Its prominent leader was Ferenc Papp, who led the organization for 30 years from 1906. He was the first person in Hungary to acquire a higher fire officer qualification. He was also the one who - having studied the requirements for modern firefighting in great Western cities (Brussels, Paris, Hamburg] - recognized that prevention can yield greater results. He published his findings in a book, which he strived to actualize and attain as well. He gained imprescriptible accomplishments in drawing up rules of preventative fire policies and the handbook of Hungarian fire policy. His suggestions were included into government regulations and were used in the entirety of the country. Some of them are used even today. He laid down the foundations of modern fire policy. He took special care to the education of his employees. He gained national renown with his technically highly trained firefighter team. He was the editor of the first national firefighter magazine. 236
