Végleges beolvasztás vagy bevételnövelés?

a bukaresti titkos szerződésben rögzített virtuális határvonal mentén meghúzott „demarkácionális vonaltól” keletre eső térségek esetében, mely területek Romániába való integrálódását kétségtelenül a Miháescu-féle tervezetben szereplő vámhatárral, illetve a túloldalon ezzel egy időben kiadott vámrendelettel is elő kívánták segíteni. E vámhatár kellemetlenségeket és nehézségeket persze okozott, de érdemben már nem befolyásolta a Párizsban folyó béketárgyalások kimenetelét: a nagyhatalmak gyakorlatilag 1919 júniusára véglegesen meghúzták a magyarromán határt, így az a vámhatár, amit a románok kiépítettek az általuk megszerezni remélt terület határvonalán, valójában semmin nem változtatott. Ellenben a Miháescu-féle tervezet nyomán a katonai közigazgatás alá helyezett zónában végrehajtott centralizáció - bár erről érdemi számadataink nincsenek - kétségtelenül hatékonyabbá és intenzívebbé tette e területnek a megszállás végéig tartó „kiélését”. S mindehhez nem tervezett „bonuszként” pottyant az ölükbe az a hétmillió korona, amit a debreceniek indokolatlan félelmei miatt még ráadásként kizsaroltak.

One particular, but so far misunderstood or misinterpreted episode of the Romanian military occupation of Hungary in 1919-1920 was the case of the „Higher Administrative Council” planned by General Nicolae Mihäescu

to

be set up in the military occupation zone of Debrecen in mid-October 1919. The paper will explore this issue in more detail and clarify the real purpose of this truly unconventional initiative to create a new organisation. In the historical literature, the narrative - mainly attributed to the Calvinist Bishop Dezső

Baltazár - still persists that Mihäescu

wanted

to set up this organisation in order to prepare the annexation of the military occupation zone between the Tisza and the border line of the secret Treaty of Bucharest of 1916. This paper, on the other hand, aims to demonstrate that this narrative was in fact based on unfounded fears and that the Romanians< real objective in the autumn of 1919 was to maximise the financial resources that could be collected from the zone. to set up a mixed Hungarian-Romanian „Higher Administrative Council” specifically for this purpose. He eventually refrained from setting up such a body because of the protests that reached as far as the Allied military mission in Hungary, but he introduced all the revenue-raising measures planned at the same time by decree, without exception, and even exceeded them.
