I trust, therefore, that no further time will be lost, and that the other Governments concerned may be induced to take common action to put final end to a state of affairs, which is prejudicial to the interests of all parties, and can only be relieved by a strong and concerted policy on the part of the Allied Governments." 5. The complete disassociation of the Bolshevist Government of Russia. 2. Stoppage and disassociation with all forms of propaganda. 3. The re-establishment of the economic principle of private property. 4. The establishment (immediately the country was in a state to ensure free and secret vote) of house of representatives and, as they suggested and insisted on, a constitutional Government on the lines of the British Government excepting that their upper house should not be hereditary but elected or chosen from the leading men in all profession. They could not, however threw out the present Bolshevist Government and establish this moderate Socialist Government without some assistance or at least definite assurances or assistance from the Entente . . . I have also for the last two months been obtaining and forwarding to Co. Sir T. Cunninghame important information on military subject and operations and to Major Visher in Vienna equally important informations with regard to Bolshevistic agents, activities and propaganda ..." "Count Andrássy considered, in view of serious turn of events in Hungary, immediate action was necessary. He thought the situation could be saved. He asked for permission to preceed to Paris to confer with Entente statesmen in direction of obtaining an armed intervention by British and French or American troops at Budapest, wich he guaranteed would be supported by all "Burgeois" parties of Hungary on condition that he was able to assure latter that Hungary would be given accept­able frontiers."
