Its first comprehensive regulation took place in 1952. This time, the three-stage system of the technical planning were working out and has been operated up to 1°54. This signified the individual preparation of investments to consist of economical and technical planning and in the case of the latter the arrangement of 3 kinds of plan (planning-work, technical plans and drawings for construction) was prescribed by decree. In the middle of the decade the one- and to-stage planning was introduced in the interest of simplifying the technical planning of the investments and decreasing the costs as well. 1961 brought a new investment regulation that became known among the specialists as Investment Code. This Code intended to make our investments practice more organized and faster by means of codification measures. In the reorganized investment system there were the one- and two-stage planning unchanged though, in the field of documents of technical plans however there was an important change and extending of contents executed. At the end of the years of 70 the modernization of the procedure of technical planning became one of pressing necessity, in conformity with the development of investment activity and as part of the latter. It was recontrolled on the base of suitability and new kinds of plan were introduced (e.g., plan for order, plan for realization) and the contents of the individual new kinds of plan were newly determined. In our documents' administration practice, the administration and archivation of the building technical plan documents are based on faulty conception. This is to be reduced to the excess of precaution of the legislators on the one hand, and to the fact on the other that people taking part in the investment did not urge even on the selection of these documents, for different reasons (e.g., guaranteed time, actions at law relating to building). At the end of the seventies, the problem has been put forward by the storage difficulties and the unmanageable mass of the documents of plans hoping, for this once, for solving the question by means of drawing of the developed technics as well.
