Before the question of Hungary's admission to the League of Nations is discussed, the Royal Hungarian Government desires to show to what extent it has carried out the clauses of the Treaty of Trianon, and the obligations imposed thereby. The discussions which are about to take place on this appli­cation for admission will follow at only a few weeks' interval the coming into force of this Treaty. Accordingly, it has not yet been possible to apply a number of its provisions. But the spirit which animates the Hungarian Government, its profound attachment to the cause of Peace, its unwavering faith in the League of Na­tions and, finally, its desire to find a welcome in the secure and peaceful haven of this Universal League, guarantees in advance that every Article of this Treaty will be loyally fulfilled. The Hungarian Government, moreover, solemnly pledges itself to take no half measures, and to persevere in its loyal efforts to ensure the execution of the Treaty. Already, in spite of the short lapse of time, important re­forms have been effected in the Army, in the finances and in the internal organization of the country. The following is a summary of the work accomplished: The number of military forces has been reduced to 35,000 men, in order not to exceed the limits laid down in the Treaty. A draft law, drawn up in conformity with the military, naval and air clauses of the Treaty, has been prepared and laid before the National Assembly, which will deal with it in the autumn, immediately after the recess. The excess of war material has been delivered to the Control Commission. The military colleges have been closed, with one exception, as authorized by the Treaty. The military administration is seeking to find posts in the Civil Service and in industry and commerce for the demobilized officers. Hungary no longer has any military aeroplanes at its disposal ; the provisions relating to the Navy have also been carried out to the letter.
