[TRANSLATION] Code telegram No. 76. SOPRON, August 16, 1921. General Ferrario summoned me yesterday urgently and protested against gendarmerie troops being sent here without the knowledge of the Commission. 1 He protested especially against Majors Prónay and Ostenburg, who are reputed to be irredentist agitators. I informed the General of the contents of your code telegram No. 50 2 but I was unable to induce him to change his original position, and if he does not obtain a satisfactory answer from Count Sigray before Wednesday 3 at 11 o'clock, he will address himself to the Allied representatives in Budapest 4 concerning the removal of the detachments. General Ferrario informed me that he had received a reassuring answer from Mr. Davy to every item of the memorandum of the deputies of Western Hungary, submitted in my report No. 5 64. 5 According to this, 1300 gendarmes and 300 policemen will occupy the territory and military formations will be sent. The Government will not allow communists to enter, and if they do so, they will be arrested. The export of foodstuffs to Austria is only possible with an export permit.
