6o2 1921 No. 595. 313/res.pol. The Special Emissary of the Hungarian Government, Mr. Jungerth, to the Minister for Foreign Affairs, Count Bánffy. The conversation with Comrade Hanetzky, to which I refer­red in my code telegram No. 14, 1 took place at the diplomatic receptions held during the sojourn of the Baltic Foreign Ministers in Riga (July 12 and 13). On July 12, at the Estonian Minister's, when I urged our agreement, 2 all at once he turned to me with the question, could I get in touch by code telegram with my Government? When I asked him the reason of this question, he said that somebody, in the name of the Hungarian Government, had made certain proposals ("gewisse Anträge") to Mr. Tchitcherin in Moscow. He asked me if I knew about it. Thinking only of the question of our prisoners of war, I said that I did not know, but did not think it impossible, because we ask everyone who is in a position to do so, to help us in alleviating the situation of the Hungarian prisoners of war. Mr. Hanetzky then gave me to understand that it was not about the prisoners of war that he spoke. I enquired who it was and what proposals the person in question had made. Mr. Hanetzky evaded the question and said that he did not quite remember what Mr. Tchitcherin had written, but that at our next meeting he would tell me about it. That very evening at the 'rout' given by Mr. Meierovics, Prime Minister and Minister for Foreign Affairs of Latvia, the same topic was mentioned. On that occasion I could only extract from Mr. Hanetzky the information that the question refers to our common neighbour, and that it was not a Hungarian who made the proposal. On the 13th at the tea given by the Lithuanian Minister, Mr. Hanetzky came and told me that he had now perused Mr. Tchitcherin's dispatch carefully. It was a well-known Turkish politician who made certain proposals to Mr. Tchitcherin in the No. 178. [TRANSLATION] RIGA, July 17, 1921. 1 Not printed. 2 Concerning the prisoners of war.
