You are requested to submit without delay the draft of the note outlined in your telegram No. 295 of July g.

2 I approve of referring to Article 71 of the Treaty. A confidential conversation between Mr. Masirevich and the Chancellor

3 will take place either to-day or to-morrow. Our intention is to establish a common basis first and to start negotiations proper only after that. I will telegraph the date of the negotiations. We shall endeavour to bring about an agreement, which, in keeping with Paragraph 8 of the Special Instructions for Hungary issued by the Frontier Commission on June 3,

4 would enable us to establish a "terrain d'entente

" between ourselves and Austria, for the "tracé d'ensemble"

, which could then be approved by the League of Nations without further delay. You are instructed to refer to the fact that the excitement which would follow a previous cession of the entire territory would of course have an injurious effect on the attainment of a new agreement.
